This process takes place in three phases. Phase 1 focuses on engagement of stakeholders and the public to listen to what people in the area want for their future. The goals are to gather ideas and to understand what is important to people and why. Phase 2 involves consultants and various professionals to model different scenarios for the future of the region. In Phase 3 the scenarios are offered to the public for feedback, and they select which elements of the scenarios that resonates with them. These elements are then combined to form the final vision.
